The Fender 4-way is a 2-pole switch, and that's not enough to realize the functions you described. The problem is that the 1/2 out of phase wiring is parallel (instead of series) and out of phase.

I'd like to recommend two convenient options:

1) You can use a regular 3-way switch for stock Tele switching and a push-pull or push-push pot to invert the phase of the neck pickup with an attached cap for 1/2 out of phase. That results in a simple, almost stock Tele, where you have the added ability to go into 1/2 out of phase mode in the middle position. You can also get the "less bass" tone when you're in the neck position.

2) Go ahead and use a 5-way 4-pole switch. That's a very flexible solution in case you'd like to try further wiring options in the future. You could implement the three stock Tele switching options plus series and 1/2 out of phase wiring. That should give you five useful tones, without making the switching too complex.

[Edit: I'm not so sure about my first statement any more, since IIRC the original 1/2 out of phase wiring is based on a 2-pole switch as well... I'll check that diagram if I can find it (had a problem to locate it from the thread on "Bill's main contributions").]
