If the buzzing is on both pickups, it's probably not a cold pickup lead solder joint or nearly broken wire. Make sure the blue pickup chassis wires are grounded. Then, make sure the output jack wires are solidly connected. Move the wires around to see if there is a bad connection or broken wire, and make sure the jack tabs is making a solid connection to the tip and sleeve.

Make sure the pots and switch are grounded by moving the wires to check for breaks. They should be through the control panel.

Remove any shielding from the sides of the pickup cavities. Make sure whatever is on the bottom is not sticking up. No pickup shielding is fine as well. You don't need it. Make sure any control cavity shielding is not sticking out, and is grounded. Any Aluminum tape must be grounded via the shiny side.

Try detaching the tone pot wire. If that's it, you'll at least know where it's coming from, and can trouble shoot the tone circuitry the same way as above.
